Actually more a phishing message but it would be helpful if English was their first language.

Note: Account Ownner that refuses to update his or her account within seven days will have his/her account close permanently.
I am intrigued that they’re upgrading their massage center. Do they offer happy endings now? For what Cox is charging me a month for a net connection I say that would be a welcome benefit. Just stop by their customer service desk and ask for the massage.
Nice try phishers. ripe.net is the European Internet Numbers Registrar. Here in the U.S and Canada it’s ARIN.
Looking at the headers I see they spoofed the originating mail IP address to an IANA unassigned block. Nice try. And the reply-to address is somewhere in China with a .cn TLD.
A message to the spammers and phishers – context matters, so too does correct spelling and syntax.
