Not surprising. If for example you look at the NEAP scores for reading in the 4th and 8th grades in RI, you find that in the case of black students, half of them cannot read at a basic level.
The statistics for Latino students are similar and only vary by a few points.
Take the thought a step further. Where do most Black and Latino families cluster? In cities with chronically underfunded school systems. Is it any wonder we’re seeing this?

I saw this at HP too. It isn’t surprising when you think about the education and lack of support those young people get. Stan is found of bringing/linking everything back to education; I became certain he was right when I saw how hard privileged people fight against well funded, universal education.
